For what this is worth...
An unexplained Windows 10 update failure caused Windows 10 to reload on my machine. It wiped out the Outlook Express installation. Fortunately, my emails were in a directory that the update ignored, so I only lost my Address Book which I recovered from Windows.old after reinstalling Outlook Express.
Issues encountered:
1) OE would not launch an embedded URL link using Google Chrome. It worked fine with Microsoft Edge and Microsoft Internet Explorer. Solution: Changed its properties to "Run as Administrator".
2) OE would not successfully add a Message Rule. Solution: Changed its properties to "Run compatible with Windows 8".
